You will have received a copy of my
rece
despatch from Peking Number 453 of December 30th
to Mr Aveling, transmitting a copy of a despatch
from the Governor of Hong Kong on the subject
of the Chinese Telegraph Office at Hong Kong,
together with a memorandum for Kr Aveling's
Er
guidance in making representations to the
Minister for Foreign Affairs.
2. Up to the time of my arrival in Nanking
Mr Aveling had had no suitable opportunity of
making these representations, and on January 27th
the Minister for Foreign Affairs addressed to me
a further note on the subject, of which a copy
is enclosed. I saw no useful purpose in sending
a written reply to this note but decided to
take up the matter verbally. I did so on
February 15th, and a record of our conversation
on that occasion is enclosed together with a
copy of the Aido-Memoire which I handed to Dr
Wang to read but did not leave with him in view
of his apprehension that a written communication
might make it more difficult for him to meet our
wishes.
3. I foresee that it will be hard to
induce the National Government to give an
