ith reference to your despatch Tour ...eries
No. 48 to the Foreign Office of February 16th, I have
the honour to state that at an interview with Doctor
ang last night he handed me a Memorandum, a transla-
tion of which is transmitted herewith, regarding the
individual whom the National Government wish to appoint
uperintendent of the Chinese Telegraph office at
Hongkong. Doctor Wang emphasised that he was acting
informally, that the Goverment's nominee was a purely
technical man, as will be seen by his record of service,
and he hoped that he would prove acceptable both to
yourself and the Government of Hongkong . His Excel-
leney had considerable difficulty in persuading his
colleagues to this method of approaching the question
of the appointment of a Chinese official and he trusted
that his success in overcoming their scruples would be
appreciated by you and lead to ansarly acceptance of
the Government's nomines.
