It is a great
hindered by the lack of a lecturer in Statistics. pity that there is no Government Statistician in the Colony who might become a part-time lecturer.
The Journal of the Law and Commerce Society was publish- ed twice in the year according to plan, and was well received. Dr. J. Fenton's Translation of the Code of Chinese Family Law in the Netherlands East Indies was particularly appreciated.
The decline in numbers continued but the entries for 1929 show complete recovery. This may be due to the fact that there is an increased demand for our graduates in business locally.

Science was during that term undertaken by an external lecturer, who also gave lectures during the second term in conjunction with the Reader. The course in Political Economy was taken during the first term.

W. J. Hinton, M.A. (Professor of Political Economy). The members of Staff more especially concerned in this Group are the Professor of Political Economy and the Reader in Law and Politics, and the course of study is so arranged as to culminate in the fourth year in the two main subjects, Political Science and Political Economy. In order better to achieve this purpose two changes were agreed upon, to take effect as from the beginning of the 1928 session. The 3rd Year course in His- tory is replaced by a course in Economic History, given by the Professor of Political Economy. At the same time students who take Geography in their first year will now go on in the second year to a course of Statistics. This last is a new course, and arrangements have been made by which the Professor of Political Economy and the Reader in Law and Politics will be jointly responsible for its teaching.
The work of the Reader in Law and Politics was during the first term of 1928 dealt with under arrangements made by the Professor of Political Economy. The subject of Political

As in previous years preliminary courses in History were provided for students proceeding to specialized studies in their 3rd and 4th years.
Individual tuition was provided for 3rd Year students and Group conversation classes supplemented lectures in the other years.
The resources of the Department are not wholly inadequate for carrying on these restricted functions. When Group I (Letters and Philosophy) is more fully developed and it becomes possible to provide courses in advanced History difficulty is to be anticipated owing to the lack of reading and reference material in the University Library. In the absence of a departmental library the greater part of the grant towards developing the History section of the University Library is unavoidably devoted
