The Central Office is hopelessly understaffed to cope

with the existing work and there is grave danger in this,

especially in connection with the University's investments

and the control of its varied finances. Unless a constant

eye is kept on the mortgages, the University is liable to

lose income. The following staff is essential and will

become more urgently so even if the expansion of the

University be practically confined to the establishment of

a Chinese Faculty and the instruction of additional students.

Any additional scholarships involve heavy office work.

A Registrar.

A bursar.

An accountant.

A bookkeeper.

5.

A stenographer at the disposal entirely of the Registrar

A full time secretary for the Vice-Chancellor.

The bursar's salary must be calculated at 6,000 a year
