LONDON, S.W.1.

The Chief Passport Officer presents his compliments to the Under Secretary of State for the Colonies and with reference to Colonial Office letter No. 62817/29 of the 23rd December last on the subject of the issue of travel certificates instead of passports by the Colonial Secretary, Hong Kong to natives of Hong Kong, begs to inform him that he concurs in the terms of the draft despatch it is proposed to send to the Governor. The delay, owing to an oversight, in replying to the above mentioned letter, is regretted.

Mr. Martin would add that a further application for a passport has been received from Mr. Luke Him-san, holder of a travel certificate issued at Hong Kong on December 13, 1926, who is a student of architecture at the London University, and that a passport has been granted in this case.

12th March, 1930.
