Lordship's secret telegram of the 7th of January
on the subject of an application for assistance
from the Colonial Development Fund in aid of an
Aerodrome for civil aviation.

My telegram of the 15th March will have
made it clear that I am not yet in a position to put
forward in the detail required any claims for assistance from the Fund in question; and, as regards the aerodrome in particular, the future of commercial aviation in Hong Kong is at present not sufficiently clear to enable me to put forward a detailed scheme for the development of a civil Aerodrome. The most that can be said at the moment is, as I said in my 5mm 62897 telegram of the 5th of October, 1929, that a civil

aerodrome is an essential part of the Colony's equipment under modern conditions. A landing ground now exists and is being steadily improved. Further development must in the present state of
