With reference to my despatch No.37 of 22nd January, 1930, forwarding my observations on the report of the Salaries Commission, I have the honour to request Your Lordship's special consideration of the cases of Mr. A. J. Reed, I.S.O., Accountant, General Post Office, and Mr. H. Dixon, I.S.0., who are among the officers of the Senior Clerical and Accounting Staff on dollar salaries referred to in paragraph 48 of the Report, and in this connection I invite reference to Mr. Southorn's confidential despatch of 19th September, 1928, and the reply there to dated 8th November, 1928. I recommend that in the event of the proposals, in paragraph 48 of the Report of the Salaries Commission 1929 being approved, Messrs. Reed and Dixon, whose salaries are continued on a dollar basis in that paragraph, should be permitted to draw High Cost of Living allowance in accordance with paragraph 12 at the rate of 15% on £700, i.e. on the maximum of the revised salary off Class I, Senior Clerical and Accounting Staff, corresponding to the £600 per annum mentioned in the despatches under reference. These officers are both over 60 years of age and though retained in service for the convenience of the Government are likely to retire at an early date.
