ranks of the Medical Department the policy of
staffing all but key posts with Chinese Officers.
The Director of Medical and Sanitary
Services himself should be treated as a 1st
Class Officer in all respects and the Governor

accordingly recommends a salary of £1,500 to
£1,800.

In order to obtain a suitable
Malarial Research Officer the Governor recommends
that the post should for the immediate future
carry the salary of £1,280 i.e. the maximum of
the scale for Senior Medical Officers.
COLONIAL VETERINARY SURGEON.
In consideration of the improvement in his
salary the Governor advises that this Officer
should now forego the allowance he receives
for the loss of private practice.
PUBLIC WORKS DEPARTMENT.
The Governor advises that the scale of
the Assistant Director of Public Works should be
£1,300 to £1,400 in place of £1,200 to £1,400
as recommended by the Commission.
As regards charge allowances now payable to
sub-departments
the Engineers in charge of the main
of the Public Works Department the Governor
are
observes that they were admittedly obj ec tionable.
There
however, good reason for them on the
ground that the heads of the sub-departments have
a very real responsibility and seeing that there
are only two higher posts in the Department some
