employees in this category compares favourably with
the present rates paid by commercial and industrial
undertakings and that the proposed increase is not
justified, and in the opinion of the Board if put
into effect would lead to serious dislocation of
wages throughout the Colony. The rates of pay
proposed for office coolies were considered
reasonable.

As a Committee, we adopt the finding of the Labour
Advisory Board.
(iii) (a) Acting Pay.
We agree with the Commission's views.
(b) Charge (of Department) Allowances.
On this question we have been given very little
information or assistance from private employers, but one view
held is that these allowances appear to be an irregular method
of amending the pay of officers holding certain appointments;
if this is the case, and the increase is justified, these salaries
should be reconsidered and an amount equivalent to the charge
allowance should be added to the existing substantive salary.
Otherwise, we agree with the Commission's remarks under this
heading.
(c) Overtime Allowances.

The opinions of private employers with regard to the
payment of overtime are not unanimous. In the majority of cases,
the payment of overtime wages is either at present in force or is
at least approved in principle where considered necessary. The
opinion is also expressed, however, that it should not be paid to
senior officers: The Commission also holds this view, and we agree.
