Adoption of a system whereby sterling salaries are converted

at an average demand rate of exchange, but not exceeding 2/-. This would replace the present system under which

conversions are made at a fixed rate of 1/8.

The recommendation regarding High Cost of Living Allowance is to continue the payment of a sum not exceeding 15 per cent of the nominal sterling salary, such allowance also to be converted at an average demand rate. This recom- mendation replaces the existing percentage Allowance on the dollar equivalent of the sterling salary, calculated at the rate of 2 per cent for every penny that the dollar is below 2/6, with a maximum of 18 per cent (i.e. down to an exchange rate of 1/9, but not below).

(The above allowances are reduced to 7 per cent and one

per cent, respectively, in the cases of unmarried officers.)

(iii) (a) Acting Pay. No change recommended.

(iv)

(b) Charge (of Department) Allowances. Abolition as soon

as possible of such Charge Allowances as exist. (c) Overtime Allowances. In general, considered un-

desirable and not to be encouraged except when un-

avoidable in specific services.

Questions relative to the provision of Government quarters

or house allowances. The Commission generally favours

continuation of existing arrangements, subject to minor

modifications.
