My Lord,
I have the honour to acknowledge the receipt
of Your Lordship's confidential despatch dated the
1st of April,1930, on the subjects of the removal of the
Royal Naval canteen and the magazine accommodation at
Hong Kong.

I have given this matter very careful
consideration from the point of view of this Government
and, with the concurrence of my Executive Council, would
recommend that the Admiralty should be offered the agreed sum of $2,000,000 in four half-yearly instalments
in consideration of the evacuation of the Arsenal Yard
and Kellett Island Magazines.
3.
From this sum will be deducted, in the case of the first instalment, the agreed sum of £16,258 for an exchange of land which is necessary in connection with
the work on the Praya East Reclamation. For this the
Government has already available $236,259 which may or
may not be sufficient according to the rate of exchange when the transaction takes place.
