before they are completed. It can, however, be definitely stated that the aggregate floor area of all the buildings in the new depot will not exceed that of the existing buildings in the present depot, and thesame assurance can be given in respect of the cubic content.

Their Lordships are of opinion that the

provision of the proposed alternative accommodation and the surrender of the existing depot to the Colonial

Government for civil purposes ill not be an infraction of Article XIX of the "ashington Treaty; they would, however, be glad to have the concurrence of the secretary of State. In this connection attention is invited to Treasury letter .32011 of the 1st March, 1930, to the admiralty, copy of which was stated to have been sent to the Foreign Office.
