With reference to your letter (MC.E in C 0138/30)

of the 5th November regarding the proposed removal of the
existing naval magazines at Hongkong to a new site, I am
directed by Fr. secretery Benderson to state for the
information of the Lords Commissioners of the Aduiralty
that, on the assumption that the new fortifications do not
involve any increase in the total area fortified, or in the
strength of the fortifications themselves, either as regards
their lay-out or the strutegic advantages of the new situation,
the proposal does not appear to him to constitute an
infraction of Article X1X of the fashington Treaty. On that
aasumption he eneurs in the proposal.
2.
Mr. Henderson is inclined to consider that it is
unnecessary to inform the Powers signatory to the #ashington
Treaty of the proposed arrangement and he would be glad to
learn whether the Lords Commissioners share this view ·
