With reference to my despatch No.563 of the

31st of December, 1929, forwarding for the signification of

His Majesty's pleasure an Ordinance intituled "An Ordinance

to amend the Deportation Ordinance of 1917", I have the

honour to invite Your Lordship's attention to Mr. Ormsby-

Gore's secret despatch dated the 1st of September, 1927, on

the subject of the amendment of Section 3 (2) of the

Ordinance of 1917.

The reason for the present amendment is that

it appears to be desirable in this Colony to have the clear

power to banish aliens who are suspected of using Hong Kong

as a base for plots and intrigues against the authorities

for the time being in power in Canton and the reason for the

omission of the grounds from the new form of Deportation

order Ordinance, providing for cases arising under Section 3, is

that it might be very embarrassing and indeed objectionable

to have to state in a formal document the grounds for

deportation in cases of this kind.
