Chinese nationality, and who pay occasional visits
to China, should be registered and receive protection
during each such visit for a period not exceeding
six months, provided the registration is renewed on
each return to China.
12. British subjects of Chinese race at present
registered at a British Consulate in China, would be
allowed a period of one year within which to obtain
certificates of denationalization. At the end of
thisperiod the registration of those who had not applied for such certificates would be cancelled and
the British authorities would no longer claim the
right to protect and exercise jurisdiction over them.
The period of one year is suggested in this case,
because existing registrants may perhaps be in some
remote part of the world and not learn of the
necessity for obtaining certificates of
denationalization until a considerable period after
the system has been brought into force.

In general, the British authorities would
not claim the right to protect and exercise jurisdiction
over any British subject of Chinese race unless the name of such individual is registered at a British
Consulate, and has been communicated to the Chinese
authorities.

Pending the negotiation of a treaty with
China settling this question, the British authorities
in China should act in accordance with the principles
above proposed and limit the protection given
accordingly.
