(copy of which was communicated to the Colonial office
in Foreign Office letter F 5348/112/10 of the 31st October),
put forward comprehensive proposals for a final solution
of the problem of the protection of Anglo-Chinese in China.
The principles governing these proposals are well stated
in paragraph 22 of Sir M. Lampson's despatch. After
consultation with the Governments of Hongkong and the
Straits Settlements the terms of the instructions to be
sent to Sir M. Lampson were settled at a conference on
the 7th February 1929 between representatives of the
departments concerned when the fullest consideration was
given to the views expressed by those governments.
memo randum based on these instructions was handed to the
Chinese Minister for Foreign Affairs on the 11th February
last.

4. Sir C. Clementi's present proposals relating
to Chinese residents in Malaya who have been naturalized as
British subjects and the nationality of the fourth
generation of Chinese born in Malaya are similar to those
put forward in his despatch from Hongkong of the 1st October
1927 (copy of which was enclosed in Colonial office letter
No. 30014/27 of the 11th January 1928), except that his
previous proposal referred to the third generation and not to
the fourth. Both proposals conflict with the fundamental
principle of the recognition of the Chinese Nationality Law
on which the instructions to Sir M. Lampson are based. Mr.
Henderson is therefore of opinion that it is undesirable lo
put forward either proposal to the Chinese Government.
