With reference to my secret despatch, dated the

25th March last, and to Your Lordship's reply, dated the

7th August last, on the subject of the protection of

British subjects of Chinese race in China, I have the

honour to invite your attention to my secret Federated

Malay States despatch of even date in which I have record-

ed a recommendation, made at a Jurbar held in Klang on the

11th instant, that His Majesty's Government should en-

deavour to obtain for British-born and British-protected

subjects of Chinese race in Malaya the same status and

privileges which it appears that the Dutch Government has

already secured for Dutch subjects of Chinese race.

2. I enclose a translation of the Netherland Sub-

jectship Act of the 10th February, 1910, as it reads after

its latest amendment of the 18th May, 1929. This act, I

am informed, is distinct from the Dutch Nationality Act of

1892. I also enclose a translation of a note, dated the

20th June, 1911, from the Chinese Foreign Office to the

Dutch Legation at Peking establishing a modus vivendi under

which any doubts which arise with regard to Netherlands

subjects of Chinese race are settled in accordance with the

laws of the Dutch colonial possessions.
