Forwards translation of the Netherlands Subject-

ship Act and a note from the Chinese Foreign

Office and explains the Dutch procedure with regard

to Netherlands subjects of the Chinese Race.

It is curious that it should seem not to be

realized that the policy of His Majesty's Govern-

ment in this matter has been settled already.

Sir Miles Lampson received his instructions as

long ago as March 1929 (Desp. in 7 on 62710/29

communicated the views of His Majesty's Government

to the Chinese Government (letter to Dr Wang of

11.2.30 in 8

a copy of which was sent to Singapore

by His Majesty's Minister direct). He has been

instructed to extend the arrangement to cover

British Protected Persons (18)

We do not propose (after a limited period)

to protect Anglo-Chinese against the Chinese

Government in China unless they definitely obtain

certificates of denationalization under the Chinese

Nationality Law: but (1) we shall require an

assurance that there will be no undue difficulty in

obtaining such certificates on proper application

and (2) an exception will be made to cover the

case of transient visitors.
