be included);

Tong, and the mandated territories of Samoa, Nauru,

Guinea,(not to mention the possibility (for
it can be no more than an academic question) that
persons of Chinese race might be found among the
subjects of other protected states (including those
in Arabia and various Indian states) and mandated
territories or even in the New Hebrides (with further
complications which might arise in connection with
protection of Franco-Chinese if we took up the New
Hebrideans' case
case).
Send duplicate despatch to Foreign Office
commenting on it on the lines of paragraphs i and 2
