Following for Sir S. Wilson.
Begins:-
In March next Sir Henry Gollan will take full
pay leave prior to retirement on pension. Southorn
will appoint Sir Joseph Kemp to act as Chief Justice
on Gollan's departure from Hong Kong and Mr. C. G.
Alabaster to act as Attorney General. I strongly
recommend that both these acting appointments should
be made substantive as from the date of Gollan's
retirement. Do you wish to receive an official
despatch from the Colony on this question? If so
please telegraph personally to Southorn who assumes
duty as Officer Administering the Government when I
leave for Singapore to-morrow.
