Government of Hong Kong to the Secretary of State
for the Colonies.

Following for Sir S.Wilson. Personal begins:
Reference Clementi's telegram of the 31st January
personal. Gollan goes on leave on 9th April and
retires 10th August. I propose appointment of Kemp
to act as Chief Justice and Alabaster as Attorney General.
I strongly support Clementi's recommendation that these
should be made substantive appointments.
