Attorney General (Elphinstone) :- "Mr. Dyer Ball has proved himself to be à competent draftsman, and has been of great assistance to me. He is a hard worker has plenty of common sense, and is very pleasant to deal with. But I doubt whether his general knowledge of law and legal experience are sufficient to justify his appointment at the present time to be a permanent Puisne Judge of Ceylon",
Gov.Stanley:- "The Attorney General reports that Mr.Byer Ball is industrious, painstaking and shows much interest in his work. He has pleasant manners and works smoothly with others. He does not think however, that Mr. Dyer Ball has the experience or the ability to fit him to undertake the drafting of legislation in the conditions existing in Ceylon; but adds that he would be entirely suitable for either a legal or judicial appointment in less exacting conditions. His replacement by an officer of greater experience would, in my opinion, be desirable if and when the Constitutional changes recommended by the Donoughmore Commission are introduced".
