At the same time,
it is a good deal more than a statement of facts
and includes expressions of opinion with some of which I do not think I agree, and with which
at any rate we must not assume that all the
members of the Committee will agree. I therefore
suggest that this document should be circulated
to the Committee with a covering note signed by
you saying that you have circulated it as it is
likely to be of assistance to the Committee, but
that neither you nor any members of the Committee
are to be taken as committed to the opinions.

You will see that it ends with a draft
telegram to Hong Kong asking for information.
I propose that we should send this telegram on
October 27th if no member of the Committee offers
criticism on it before then. If we have a
meeting of the Committee, the first thing that it
will do will be to ask us to get the information
which the draft asks for, and we might as well
save time by getting it beforehand. But I do
not like sending the telegram without letting the
members of the Committee see the draft.
I understand that Mr. Mahon, the Bank
of England representative on the Committee, is
not likely to be available for some time.
