My Lord,

I have the honour to acknowledge the receipt of

Your Lordship's despatch No.50 of the 3rd of March, 1930, transmitting a copy of an application by Mr. C.F. Andrews,

formerly Warder in the Prison Department, Hong Kong, for

re-instatement.

While it is true that Government looks with

disfavour on marriages between its European staff and ladies of mixed race, the only action possible is to deny such officers the privilege of occupying Government quarters, and to grant instead the rather less attractive benefits of a rent-allowance, provided the officer is otherwise eligible

for married privileges.

But Mr. Andrews was not so eligible, as it is the

rule of the Prison service here that an officer must

complete four years' satisfactory service before permission to marry will be given. Mr. Andrews joined the service on 31st October, 1925, and tendered his resignation on

27 th January, 1929 i.e., after three years and three months service, for matrimonial reasons. A copy of his letter

of resignation is enclosed.

4.

No relaxation of the rule regarding married privileges has been made in the cases of Warders Grant and Brimblecombe. Warder Grant had to complete four years service before receiving these privileges, and Warder Brimblecombe, who has still to complete his term, has not yet received them.

5. I recommend that fr. Andrews be informed that, having resigned from the service of the Government for his own reasons, he cannot be reinstated or re-employed therein.
