avoiding unnecessary silting of the harbour which would

result if spoil were dumped in the harbour without the

protection of a rubble mound. In addition, reclamation

necessary for the formation of the 100 ft. road and adjoining

areas will be carried out at a great saving of ultimate cost.

4. I have examined the Public Works Extraordinary Estimates for 1930 with great care, but I am unable to select

any individual vote from which to meet the $20,000, bet I have

however, no doubt, from past experience, that the total vote will be under-expended by very much more than this sum.

5. If this proposal meets with Your Lordship's

approval I propose to put it before the Finance Committee

early in 1950 and for this purpose I should be glad to

learn of Your Lordship's decision by telegram.
