I assume that it is desirable to meet

Mr. Kwik's complaints if at all possible, provided

that they are not without moral foundation.

assume this partly for reasons of fairness and

justice, partly for the s ake of the good name of the

Government, and partly in order not to discourage the

possible future flow of capital towards the

development of the Colony. We must not, however,

lay too much stress on the last of these three

reasons.

2. One general remark may be made at the outset,

i.e., that Mr. Kwik, the Government, and the Colony

generally, have all suffered in common from the

depression of recent years, that schemes of all kinds,

genuinely and reasonably contemplated, have been

delayed or have had to be postponed indefinitely,

and that the Government cannot be expected to bear

Mr. Kwik's share of this burden.

Even if the Government were desirous of

assuming Mr. Kwik's share of the burden I take it that

in the present financial position of the Colony we

could not contemplate the repurchase of the whole

area at $7.50 per foot, as Mr. Davidson asks, or at

any similar price.
