It is difficult to say what was actually intended
by this but I scarcely think that any reasonable person would
have supposed that it was intended to mean that the
Government would only extend eastwards if it suited them.
It would appear I think to be an amplification of the words
"in connection with further reclamations" contained in the
Government's original offer, and to mean that the Government
were not going to proceed right away to finish the whole
of the eastern reclamation. In any case there was at that
date a concluded contract which could not be altered.

complete his reclamation until it is protected from the sea
on the eastern side. This I understand is going to be
effected by a modification of the original nullah which is to
be so built as to protect the reclamation; from which it is
reasonable to infer that no further development in
contemplated for an indefinite period.

letters in a very voluminous correspondence. My object has
been to put the case as it appears in the correspondence.
There have of course been many interviews, and these are referred to in the Ching Siong Land Investment Company's
recent letter to the Director of Public Works dated 11th
June last which I think is before you. The following is a
summary which I think does not put too strongly the position
in which this exceedingly willing and public spirited
gentlemen has been placed.
