to a vertical quay wall, and on this suggestion he commented

in a letter dated 26th February 1923 pointing out the

difficulties involved, particularly in view of the lack of

frontage. On the 21st March 1923 he again emphasized

the difficulties due to the lack of frontage.

On the 23rd March he wrote again putting forward

a concrete proposal. In this letter he offered to build a

vertical all on certain terms, which included the following:-

"Such kind of works of the Government to the east of ours will

also be carried out by us" showing that from the start the

altering of his plans was with a view to joining in the

Government's larger scheme.

On the 25th April Mr. Perkins wrote that the

Government was unable to decide definitely as to the area

coloured blue, but that it would strengthen Mr. Kwik's

request if he was prepared to construct a vertical wall.

This was a rather singular letter in view of the offer made

by Mr. Kwik in his letter of the 23rd. No.5.

On the 2nd May 1923, Mr. Kwik sent a plan of an

amended development based on the understanding that the

Government was going to carry out a corresponding scheme.

See particularly paragraphs 2 and 3 of this letter. But the

whole of it is of importance as showing the view taken by

Mr. Kwik.

On the 10th May he wrote again elaborating the

scheme. This letter further emphasizes the fact that the

whole idea was that one comprehensive scheme should be carried

out by the Government and by Mr. Kwik.

On the 11th May 1923 the Director of Public Works

offered the area coloured blue on the terms stated in that

letter and a reply was written to this on the 14th May.
