1. I have examined the accompanying Ordinance. intituled an
Ordinance to amend further the Stamp Ordinance, 1921,
and I am of opinion that the Ordinance is one which is
not contrary to the Governor's instructions.
2. The main object of this bill is to carry out one of
the recommendations of the recent Stamp Duties Committee.
A copy of the report of that committee is annexed.

3. The former definition of the term "letter of
hypothecation" left some slight doubt as to whether shares
were included, because the words used in the definition
were "movable property."
Section 2 of this Ordinance
amends the definition so as to refer to "goods, shares, or
marketable securities."

Exemption (b) to Heading No. 16 in the Schedule to
