Parliamentary Under Secretary of State for the
Colonies and of the reply which mus been returned
thereto.
3. It is my desire without unavoidable delay to get rid of all systems of licensed or regulated brothels in the Colonies and 1 shall be glad if you

contemplated visit of the commission of the League or akbious, and if you consider that & useful purpose would be served by the appointment «ithout delay of a small commission from one to proceed to nong Kong and make a report on tiis question, I shall be glad to give such e plan serious consideration, and to receive su expression of your views as to the nature of the personnel and the Lerms of reference
