I was glad to learn from your telegram of the
11th of September that I shall soon receive your considered
views on the very difficult question of brothels in
Hong Kong and on my suggestion of a small commission to
study the matter. Then I telegraphed to ask you to
expedite your reply to my despatch I fully realised that
the problem is not one with which you could be expected to
deal hurriedly, but recent events make it desirable for us
to take stock of our position es soon as we can. And that
is one reason why I am writing now to put to you certain
points which have occurred to me, without waiting for your
despatch. I need hardly say I shall study it with care
when I get it and I shall not come to any hasty decision.
The League of Nations Commission to study the
international traffic in women and children about which I
sent you an official despatch on the 21st of August, is due
to leave Geneva about the beginning of October and, according
