She says that "no attempt has been made there (in Hong Kong) to present to the leaders of the Chinese
community the case from the public health point of view for the closing of brothels". I do not know on what this statement is based but I consider it entirely unwarranted. I myself discussed this aspect recently with the District
Watch Committee and it was not new to them.

China appear to me to be at least misleading. variations in the statistics contained in the "Preliminary Study of Commercialized Vice in China", based as they are on the observations of a few individuals, sufficiently indicate the danger of any generalizations in such a matter. Nor can the notoriously illusory pronouncements of the so- called "Government" be taken seriously on this or similar
subjects.

In her remarks on port conditions Mrs. Rolfe states that "no action in the matter has yet been taken". This statement is entirely inaccurate: I attach copies of regulations which have been passed on this subject and which are already being strictly enforced.

I am unaware of the nature of Mrs. Rolfe's criticisms on the Po Leung Kuk as they are not specifically stated. I can only say that I recently thoroughly inspected this institution and am satisfied that it is doing very
excellent work. A number of leading Chinese devote a considerable amount of time and care to this institution
