with Orientals, whose outlook in such matters is not
too high. of course, that is one of the unfortunate
aspects of the reinstatement of Leung Tun-sheng. it
is likely to make things a little difficult among the
others. The Oriental, even more than the Occidental,
holds the view that he can only get things by paying
for them, with the result that temptations become very
strong.
As regards working through interpreters, I attach
a note on the subject from Wood, which shows how the
system is worked. Even though interpreters may be used,
the European officer, with his knowledge of Chinese, can
see that the interpretation is carried out correctly.
We are transferring Leung Tuh-sheng to the Statistics
Department. I would prefer to pension him off, but our
regulations do not permit of this, as he has not a medical
certificate of unfitness, and has not reached the necessary
age of 55, nor does he come under the heading of "inefficient".
