My dear Grindle,

Many thanks for your letter of the 19th

September, and the hints contained therein, regarding the

League of Nations Commission. They will be very useful.

I am glad to hear that the members appear to be reasonable

people. I quite agree that it would certainly be fatal to

attempt to keep them in blinkers, and I will see that

nothing of the kind happens. I agree that it is rather

awkward that the Chairman wishes to employ a "secret

agent"," but it cannot be helped. The danger, of course,

is that he may get into wrong hands. People in the East,

even more than in the West, are so often ready to give

such a person the information that they think he would

like to receive, regardless of its veracity.

However,

we will try and ensure that he gets reliable interpreters.

It is a difficult question, and I am as anxious as anyone

to have the thing properly aired, and to obtain the best

advice.
