The enclosure to (16) shows that the

International Commission will reach Hong Kong

by Christmas.

Thus there is no possibility

of effecting any serious modifications in

the conditions there before its arrival. I

have delayed (15) for some time, but before the

arrival of (16) there was no inuication of any

particular urgency, and the brothel system in

Hong Kong has a long history. A summary

of that history, which Mr. Miles has prepared,

is annexed as No. 17. It shows how the policy

has varied, but the most interesting point is

that as long ago as 1878 a Commission denounced

the system of Government control, and the Governor

agreed with it but was overruled by the Secretary

of State.

The present Governor's despatch, (No.15)

does not impress. It is obvious, despite his

disclaimer in paragraph 11, that he has placed

himself on the defensive.

In paragraph 2

he emphasises the unanimity of local opinion in

favour of the present system, but he has not

understood that some increase in sly prostitution

is definitely accepted on the modern view, as

recognised than

a lesser evil than brothels.
