attacks on the part of the Chinese and the Authorities in Nanking

will certainly not scruple to use the incident against us if it

suits their turn. I do not see why consulting the Nanking

Government need involve any prolonged delay. As a matter of

fact we have already allowed three weeks to go by since the seizure

and a short additional delay will not make much difference.

I am sending a copy of this letter to Orde.

If you
