I transmit to you herewith cop; of letters from
the Colonial Office and Home Office, with enclosures
relating to opium under labels bearing the name Lam
Kee or Lam Kee Hop which it is suspected may originate
in Shanghai.
2. I shall be glad if you will instruct His Majesty's
Consul-General at Shanghai, should you see no objection,
to communicate privately with the authorities of the
International Settlement, in the sense suggested by the
Secretary of State for the Home Department.
