sir,

with reference to my telegram Wo. 22 of the 25th

instant regarding the seizure of 83 cases of raw opium

belonging to the Kwangtung Opium Suppression Bureau by the

Hongkong Government I have the honour to transmit to you

herewith copy and translation of the letter which was

addressed to me by the Chinese authorities on the subject.

In forwarding a translation of this letter to the

Officer Administering the Government, Hongko g, I mentioned

privately that I hoped there would be no difficulty inf

releasing the cargo without the intervention of the Caftral

Government being necessary as I have gathered that the

Canton Government have been somewhat embarrassed by

seizure of the opium which was due to the unfortunat

stranding in Hongkong waters of the vessel carrying

As stated in my telegram under reference the

officer Administering the Government, tiongong, has informed

me that the Secretary of State for the Colonies had called

for a report of the circumstances of the case and the opium

could not be released before instructions had been received

from London. I have informed the Chinese authorities, who

are pressing for a favourable reply, that the matter is

under investigation.

Mr. Leung, the secretary to the Mayor of Janton,

who has been dealing with this matter, assumed is a matter

of course that in view of the friendly relations existing
