My Lord,

I have the honour to refer to the Colonial

Treasurer's report on the Hong Kong Trade Loan for 1928, a copy of which was forwarded in my confidential despatch of the 26th of February, 1929. That report contains an item of $76,506.93 as "Amount written off as irrecoverable" and, although the Trade Loan was in no way a scheme of investment

of Public Funds, I shall be glad if I may have, for the

satisfaction of the Local Auditor, general authority to

write off such amounts as, owing to the reduction in value

of the property offered as security or to similar causes, I

may judge to be irrecoverable. Full details will be given

of such items in the periodical reports on the Trade Loan,

and such an authority will not be used in any case where negligence of an accounting officer is involved.
