that for despatches having enclosures it
would be desirable to follow the practice,
which has been in force in the C.0. for
many years, of using double leaved paper
for despatches and of tucking the
enclosures between the leaves/.

would make things much easier at this
end.
Such a practice would also
obviate the necessity of mutilating
such documents as the sealed and
certified copies of Ordinances, which
should of course be sent home as
intact as possible.
