Attention has recently been
called here to the somewhat inconvenient way
in which some of the Governor's desps. are
sent home and I make one or two suggestions
in the hope that trouble may be saved not
only to us here but also to your staff.
In the case of despatches
containing enclosures it seems to be the
practice for the enclosures to be put in a
separate foolscap envelope and for the
envelope to be attached to the despatch wita
ribbon. This makes it very inconvenient for
the correspondence to be handled on our files
unless we go to the trouble in each case of
cutting the ribbon and taking the enclosures
from the envelope. I should like to suggest
tha
