employment of northern Chinese police instead of Indians on
these runs,

(a) Singapore run commander one British Police N.C.0.
with nine Indians
(b) Shanghai run commander one White Russian with six
Indians or northern Chinese.
(4) Total native personnel required approximately 100 of
which China Navigation Company require approximately 70.
Canadian Pacific Railway Company representative who
appeared surprised at not being included in present repayment
scheme stated Company will not employ Indian guards but agreed to
White Russian guards recruited and trained as ordinary Hong Kong
guard forces under Inspector General. All four companies
therefore approve Inspector General's scheme.
Proposed scheme
of guard forces under seconded Army personnel is not now
approved by companies representatives here.
