On 4th April the Inspector General of Police Hong Kong
stated following proposals for anti-piracy guard forces propo sal s
for Hong Kong Government approval.
(1)
Inspector General to have entire control of forces.
(2) Indian personnel (Mohammedan) to be recruited by him in
India to complete numbers required by shipping companies.
(3) British Police N.C.Os. experienced in handling Indians to
train and command native personnel, their place on other shore
duties being filled by British recruited from home and from time
expired Army other ranks.
(4) White Russians to be recruited to act as second in command
on guards.
(5) Forces to be administered at Hong Kong and allotment of
guards for Hong Kong, Singapore and Shanghai to be controlled from
Fong Kong, other two ports to assist regarding shore accommodation.
(6) Estimated six months required before guard forces
recruited maximum strength and fully trained. The Inspector
General will not participate in any scheme which entails
employment of seconded Army personnel.
On same afternoon representatives of Indo-China Steam
Navigation, China Navigation, British India Steam Navigation and
Canadian Pacific Railway Companies met Inspector General who put
above proposals to them. Representatives cll except Canadian
Pacific Railway welcomed scheme with following modifications.
(1) One British Police N.0.0. to command each Indian guard
on Singapore run, Indian N.0.0. second in command.
