(b) In addition food will be supplied to the Europeans

both European Police and White Russians, on board the

steamer on which they are travelling. The native Anti-

piracy Guards will supply their own food or will be

supplied by the Shipping Companies with food at rates not

exceeding the rates charged for messing in barracks in

Hong Kong; this provision applies mainly to Northern

Chinese. The Indian Guards supply their own food but

receive ration allowance which is included in the flat

rate. All charges will be subject to alteration if it

should be found after the scheme has been in force for

some time that they are either excessive or do not fully

cover the cost to Government.

In this connection I cannot definitely state,

until I return from Shanghai, whether I have been successful

in obtaining Russians at the rates supplied to me by the

Shanghai Authorities, which are:-

The additional charges as shown in the charges to be

collected from the Shipping Companies, include various

other Government liabilities, such as pension in case of

total disability or death. The same applies also to the

Northern Chinese, but it is hardly likely that the tes

offered will be challenged as there are plenty of candidates

available.
