the germs of an ultimate solution.
But the immediate
point appears to be that it is at the moment possible
to supply armed guards from military forces already
available in Far Eastern waters, and therefore with little
or no extra expense to His Majesty's Government. These
guards it is at present intended to withdraw at the end
of March next and it is the reconsideration of this decision
which I feel bound to urge, in the light of the observations
made in this despatch and in my despatch Number 1055 and of
the object lesson provided by the "Haichin " " incident.
