I am directed by Mr. Secretary Henderson to
refer to previous correspondence on the subject of the
protection of British ships in Chinese waters from
internal piratical attacs, and to transmit to you
herewith a copy of a further letter which has been
addressed to the Prime Minister un behalf of various
shipping companies on this subject, together with a
draft of the reply which Mr. Henderson proposes,
subject to the concurrence of the Lords Commissioners
of the Admiralty to advise the Prime Minister to return.
2.
A similar letter is being addressed to the
War Office and a copy is being sent to the Committee of
Imperial Defence, Air Ministry, Colonial Office and
Board of Trade.
