In connection with the Cabinet decision which was
reached on 12th March, 1930, on the subject of anti-piracy
guards and which has now been agreed to by the Foreign Office, I enclose a copy of a telegram which has been
received from the Commander-in-Chief, China, communicating
outlines of a scheme which has been put forward by the
Shipping Companies and which appears to comply with the
Cabinet decision.
All that appears to be now necessary is to telegraph
the terms of the Cabinet decision to China and tell them
to go ahead.
