Admiralty with which I concur. Am asked by C.P.R. for full

cost of military guards which they appear to want indefinitely

though only temporary provision recommended by Hong Kong

Government in above telegram. Deprecate military guards

being supplied on payment, a system without precedent to my

knowledge and the introduction of which would cause difficult

questions of responsibility for safety of ships. Pending

your reply am giving no figures to C.P.R.
