As regards the question of anti-piracy guards, a copy of a letter from the Companies dated 25th March
was forwarded to you this morning.
We are submitted to your Board that a reply should
bs sent as in the attached draft, subject to the approval
of the Colonial Office, War Office and Board of Trade. A copy of the telegram which it is proposed to send at the same time to the Commander-in-Chief, China, is also
attached.
I should be very glad if I could be informed whether your Department agrees to this action.
The War Office will presumably send to the General Officer Commanding such instructions as they think necessary as regards the seconding of personnel and as regards the second point raised by the Companies.
