Anti-Piracy guard. I see no objection politically or other- wise to the employment of White Russians as non-commissioned officers failing sufficient suitable Britishers here. Recruiting from home would mean a delay and would be very expensive. I understand that suitable Russian recruits are available in Shanghai and are well spoken of by the municipal police,who employ considerable numbers.
